Most of that isn't the rate change, but the increase in assessed value. So I paid ~$3.5k in taxes last year, but if the same home were within the city I might have paid $8k - $9k instead. If I found the same house on the Old West Side, it would easily cost $350k-$400k. My home is worth ~$200k right now, in Pittsfield Twp. I think in general, the difference between the tax rates in the city and the outlying areas is imagined to be larger than it actually is because property values in the city are much much higher. The outlying townships in the same school district pay from $1k - $1.5k less. Looking at the numbers, Ann Arbor pays ~$4,600 in property taxes per $100k in taxable value (roughly half the sale value of the home). (Unless you consider living in a city a benefit in itself.) They also need to pay for the 15th district court - that's more about the additional expenses of being a larger population center than an added benefit. They provide the AATA bus service, which has better service in town than in the townships. Per their 2016 budget that's the single largest expense by a long shot ($25M, which is over $10M more than the next highest category).
